itrans -kan keyboard

It is observed that for Kannada there is no selection of phonetic or itrans why? in the previous version 8.10 I was able to install itrans-kan and select keyboard. In Ubuntu 9.10 unable to install/select itrans-kan or phonetic. How to install/select phonetic or itrans-kan?
